Mobile App Development Cost in Saudi Arabia: What Drives It
What really sets the price of an iOS and Android app in Saudi Arabia: features, platforms, payments, Arabic design, store rules and upkeep, plus a checklist for comparing quotes.

You have an app idea, and the quotes you collect look like they describe different projects. The reason: the mobile app development cost in Saudi Arabia depends less on screen count and more on a few decisions about features, the number of apps, payments, integrations and Arabic design.
This guide explains each driver, the 2026 store rules, how to prepare and compare quotes, and what you pay after launch. Our own anchor: Manzomia's app service starts from SAR 39,900.
How much does mobile app development cost in Saudi Arabia?
There is no honest single figure, because two apps with the same number of screens can need very different amounts of work. What we can give you is a real anchor: Manzomia's mobile app development service starts from SAR 39,900, one-time, before 15% VAT. That is SAR 45,885 with VAT. Your written quote then fixes the exact scope, price and timeline.
Many price ranges you find online come from agencies' own blogs, with no method behind them. Rather than repeat them, this guide shows you what moves the number, so you can read any quote with confidence.
The service comes in three packages:
| Package | Who it is for | What it includes |
|---|---|---|
| MVP | Launching quickly to test the market | iOS and Android, a focused set of main screens, a basic admin dashboard, store publishing |
| Full app | A complete commercial app | Advanced features and online payment, notifications and analytics, a full admin dashboard, a post-launch support period |
| Ongoing development | A monthly team working on your app | Monthly development hours, security updates, new features, a monthly report |
Published prices exclude VAT, government fees and third-party subscriptions. Payments follow delivery milestones: 30% to start, 40% at the mid-point and 30% on delivery.
Which features push the price up the most?
Features that need a server, a third party or real-time data cost the most. Each one adds work on the phone, on the back end and in testing. Static screens are cheap; logic is what you pay for.

| Feature | Why it adds work | Typical effect on cost |
|---|---|---|
| Sign-up with phone and one-time code (OTP) | SMS provider, security, account deletion flow | Medium |
| Product or service catalogue | Admin tools for content, images and search | Low to medium |
| Cart, checkout and online payment | Gateway integration, order states, refunds, receipts | High |
| Push notifications | Notification service, permissions, sending from the dashboard | Low to medium |
| Maps, addresses and live tracking | Map SDK, location permissions, often a driver app | High |
| Bookings and calendars | Availability rules, reminders, cancellations | Medium to high |
| In-app chat | Real-time messaging, storage, moderation | High |
| Link to your POS, ERP or accounting | Depends on the other system's API and documentation | Medium to high |
| Offline mode | Local storage and sync conflicts | High |
How many apps are you really building?
Many ideas are three products in one. A delivery service usually needs a customer app, a driver app and a web dashboard for the operations team. A booking app may need a provider app as well.
Each extra app shares the back end but adds its own screens, permissions, testing and store listing. Ask every vendor to state how many apps and dashboards their price covers.
Native, Flutter or React Native: which costs less?
For most business apps, one cross-platform codebase costs less than two separate native apps. One team writes most of the code once, for both iOS and Android. Native development earns its extra cost when the app leans on device features, needs top performance, or must follow each platform's design exactly.
| Approach | Codebases | Best for | Watch out for |
|---|---|---|---|
| Flutter | One (Dart) | Most ordering, booking and service apps; a consistent Arabic interface | Some device features need native plug-ins |
| React Native | One (TypeScript) | Teams already using React on the web | Libraries must keep pace with each OS release |
| Native: Swift (iOS) and Kotlin (Android) | Two | Heavy device features, top performance, platform-specific design | Two codebases to build, test and update |
At Manzomia we usually use one codebase for both platforms to save cost and time, building with Flutter or Kotlin depending on what the app needs. We choose native development when the app requires it.
What do the back end and admin dashboard add?
The back end is the part your users never see: the server, database and APIs that store accounts, orders and content. Almost every commercial app needs one, plus an admin dashboard so your team can manage users, content and orders without a developer.
- Ready-made back-end services such as Firebase or Supabase speed up an MVP. A custom API suits complex business rules, heavy integrations or strict data-residency needs.
- Secret keys stay on the server. Anything inside an app bundle can be extracted, so paid keys for maps, SMS or payments belong behind your back end.
- Data location matters. Saudi Arabia's Personal Data Protection Law (PDPL) sets rules for collecting and processing personal data. We recommend hosting inside the Kingdom, with encryption, backups and restricted access.
If your dashboard grows into a full operations system, it is often scoped as a separate web app or portal.
How do mada, Apple Pay and STC Pay affect the price?
Local payments are added through a payment gateway that supports them. The work is one integration, plus testing every payment path, refund and failure case. The gateway charges its own transaction fees, separate from development.
- mada is the Saudi payments network set up by the Saudi Central Bank (SAMA). mada cards can be added to Apple Wallet, so an Apple Pay checkout serves many mada cardholders on iPhone.
- STC Pay now operates as STC Bank under a SAMA licence. Whether you can accept it depends on what your gateway supports.
- Choose the gateway early. Merchant onboarding needs your company documents and can hold up launch if it is left to the end.
Warning: Apple's payment rules depend on what you sell. Physical goods and services used outside the app, such as food, deliveries or appointments, must use methods other than in-app purchase, such as Apple Pay or card entry (App Store Review Guidelines, 3.1.3(e)). Digital content or features unlocked inside the app must use in-app purchase (3.1.1). Apple then takes a commission: 15% under its Small Business Program for developers with up to USD 1 million in yearly proceeds.
Maps and location
Maps add three costs. There is development (map display, address search, live tracking), testing on real devices and networks, and usage fees from the map provider. If the app tracks drivers, you are also building a second app with background location, which needs a clear reason that users and store reviewers can understand.
Why does Arabic right-to-left design need planning from day one?
Arabic is not a translation layer you add at the end. The whole layout mirrors: navigation, back arrows, lists and progress bars run from right to left. Numbers, phone numbers, media controls, logos and photos keep their direction. Designing this from the start costs far less than fixing a flipped English layout later.
- Use start and end instead of left and right in layouts. Android's developer guide asks for exactly this, so the system can mirror the interface for the user's language.
- Mirror direction icons such as back and next, but never logos, photos or play buttons.
- Choose Arabic fonts with enough line height, and test long and short labels in both languages.
- Decide how to show digits and English product names inside Arabic sentences, then apply it everywhere.
- Test with real Arabic content, not placeholder text.
- Two languages mean two sets of copy, store listings and screenshots to prepare and test.
Flutter, native Android and native iOS all support right-to-left layouts when the app is built for them. Our UI/UX design service designs right-to-left from the start, with comfortable Arabic type. Our guide to UI UX design for Arabic apps sets out the detailed rules.
What is the realistic process and timeline?
A realistic app project runs in four stages: define the first version, design and prototype, build and test, then launch and improve. The length depends on scope, so a trustworthy quote gives a written timeline per stage, not one number.

- Define the first version. Pick the features that deliver value from release one, and move the rest to a later phase.
- Design and prototype. You try a clickable prototype on your phone before any code is written. This is the cheapest moment to change your mind.
- Build and test. Test builds go to your team, through TestFlight on iPhone and a testing track on Google Play.
- Launch and improve. Store submission, then improvements based on real usage, analytics and crash reports.
Store steps that add calendar time
- Open the developer accounts early. Apple asks companies for a D-U-N-S Number registered to the legal entity. It is free, but request it before development ends.
- Plan Google's closed test. New personal Google Play accounts, created after 13 November 2023, must run a closed test with at least 12 testers opted in for 14 days in a row before production access (Google Play Console Help). The rule targets personal accounts, one more reason to register under your company.
- Allow for review. Apple says App Review typically handles at least 50% of submissions in under 24 hours and 90% in under 48 hours. Incomplete submissions are delayed or rejected.
- Avoid common delays: late content and images, slow gateway approval, no demo login for reviewers, and change requests after development starts.
What do the App Store and Google Play require in 2026?
Both stores raise the technical bar every year, and an app that misses a rule cannot ship updates. Since 28 April 2026, Apple requires uploads to be built with Xcode 26 and an iOS 26 SDK (Apple upcoming requirements). Since 31 August 2026, Google Play requires new apps and updates to target Android 16, API level 36 (Android Developers).
| Requirement | App Store (Apple) | Google Play |
|---|---|---|
| Developer account | USD 99 per year (Apple Developer Program) | USD 25 one-time registration |
| Company check | D-U-N-S Number for companies (free) | Identity verification of the account holder |
| 2026 build rule | Xcode 26 with the iOS 26 SDK | Target Android 16 (API 36); extensions ran to 1 November 2026 |
| Testing before launch | TestFlight, optional | 12 testers for 14 days on new personal accounts |
| Account deletion | In-app deletion if users can create accounts (5.1.1(v)) | In-app path plus a web link to request deletion |
| Privacy | Privacy policy and privacy details in App Store Connect | Privacy policy and the Data safety form |
| Review | Demo account needed if the app has a login (2.1) | Policy review of the app and listing |
Two more Apple rules shape the budget:
- Minimum functionality (4.2). An app should offer more than a repackaged website, so a thin "wrapper" around your site risks rejection.
- Login services (4.8). If you offer Google or another social login for the main account, you must also offer another login option that meets Apple's privacy conditions. Sign in with Apple is one that does.
Manzomia prepares and submits the app under your own store accounts, and helps with review requirements, so the app and its listing stay yours.
What should you prepare before asking for quotes?
The clearer your brief, the closer the quotes will be to each other, and the fewer surprises later. One or two pages covering these points is enough:
- The goal in one sentence, and who the users are: customers, staff, drivers or providers.
- The one journey that must work perfectly in version one, for example "browse, order, pay, track".
- A feature list split into "must have at launch" and "later".
- Platforms: iPhone, Android or both, and whether you need a web dashboard.
- Languages: Arabic only, or Arabic and English.
- Payments: which methods (mada, Apple Pay, wallets, cash on delivery), and whether you already have a gateway.
- Integrations: your POS, ERP, accounting, SMS or delivery systems, with links to their API documentation.
- Brand assets: logo, colours and any content you already have.
- Two or three apps you like, and what you like about them.
- Your budget range and target launch date.
- Who will own the store accounts, the domain and the source code.
Not sure where to start? A free 30-minute consultation is enough to turn an idea into this list.
How do you compare app development quotes fairly?
Compare what each quote includes, not only the total. Put the quotes side by side against the same features and deliverables. A cheaper quote often leaves out design, the dashboard, store publishing or support, which you then pay for later.
| Check | What a clear quote says | Red flag |
|---|---|---|
| Scope | A feature list for each app and dashboard | "Full app" with no list |
| Design | A clickable prototype before coding | Design "included" but not described |
| Technology | Platforms and framework named | Not stated |
| Back end and hosting | Who hosts it, where, and who pays | Not mentioned |
| Store publishing | Submission under your own accounts | Published under the vendor's account |
| Testing | Test builds and a testing phase | No testing phase |
| Ownership | When code and accounts pass to you | Not addressed |
| Support | A defined post-launch period | "Support available" with no terms |
| Price terms | VAT, third-party fees and milestones listed | One number, no breakdown |
| Timeline | Dates per stage | One end date only |
In Manzomia's custom projects, the contract sets out ownership: the code passes to you after final payment, unless agreed otherwise. You can request a written quote and use it as one column in your comparison.
What does an app cost to maintain after launch?
An app is never finished at launch. Expect fixed yearly fees, running costs that grow with usage, and regular development to keep up with new iOS and Android releases, security updates and the features users ask for.
- Store fees: Apple's developer membership is USD 99 per year; Google Play registration is a one-time USD 25.
- Hosting and database: servers, storage and backups, which grow with users and data.
- Third-party services: maps, SMS login codes, email and push services. Some have free allowances, then bill by usage.
- Payment fees: per-transaction fees to your gateway, and the store commission on digital goods sold in-app.
- Yearly platform updates: in 2026 alone, Apple moved to Xcode 26 builds and Google Play to an Android 16 target. Each step means updating, testing and resubmitting.
- Upkeep: security and library updates, bug fixes and crash monitoring.
- New features based on analytics and user feedback.
Ask for maintenance as a separate line in every quote. Manzomia's Ongoing Development package covers monthly development hours, security updates, new features and a monthly report.

Frequently asked questions
How much does a mobile app cost with Manzomia?
Manzomia's mobile app development starts from SAR 39,900, one-time, before 15% VAT. The written quote confirms the exact scope, price and timeline for your app.
Is Flutter a good choice for an Arabic app?
Yes. Flutter supports right-to-left layouts, and one Flutter codebase serves both iOS and Android. Native development is better when an app depends heavily on device features.
How long does App Store review take?
Apple says it typically reviews at least 50% of submissions in under 24 hours and 90% in under 48 hours. Incomplete submissions take longer or are rejected.
Do I need my own developer accounts?
Yes, it is best to publish under your own accounts. Apple charges USD 99 a year and asks companies for a free D-U-N-S Number; Google Play charges USD 25 once.
Can my app accept mada and Apple Pay?
Yes, through a payment gateway that supports them. For physical goods and services, Apple requires a method other than in-app purchase, such as Apple Pay or card entry.
What does a development quote usually leave out?
VAT, government fees and third-party subscriptions such as hosting, maps and SMS, plus gateway transaction fees. A clear quote lists each one.
