Lead Generation in Saudi Arabia: From First Click to Sale
How Saudi businesses turn ads into serious enquiries: focused landing pages, trackable WhatsApp links, short qualifying forms, fast CRM follow-up and PDPL consent.

Most Saudi businesses don't have a lead problem. They have a leak problem: an enquiry arrives on WhatsApp at 11 pm, sits in one employee's phone, and nobody knows which ad sent it. Lead generation in Saudi Arabia works when you build it as a system, not a campaign.
An ad or search result brings the right person to a focused landing page, a WhatsApp chat or short form captures them with consent, a few questions qualify them, your team replies fast, and one CRM keeps every lead with its source. This guide explains each link in that chain, including what the Personal Data Protection Law (PDPL) expects.
What does a lead generation system look like?
Think of it as six links in a chain. A weak link anywhere loses leads you have already paid for.

- Traffic: paid ads, Google Search and Maps, social posts and referrals.
- Landing page: one offer on one page, built for the people the ad targets.
- Capture: a WhatsApp click-to-chat button, a short form, or a lead form inside the ad platform.
- Qualify: two to four questions that separate serious buyers from browsers.
- Follow up: an instant greeting, then a person who replies quickly with the next step.
- Track: every lead in one CRM with its source, status and consent record, through to the sale.
Ads are only the first link, and our paid advertising service handles them, and our guide to paid advertising in Saudi Arabia covers Google, Meta, TikTok and Snapchat. Don't forget free sources either: your Maps listing brings calls and visits, as our guide to getting your business on Google Maps in Riyadh and our guide to Google Business Profile optimization explain.
What makes a landing page turn visitors into leads?
A landing page works when visitors see within seconds that it's for them, what they get and how to ask for it. Most arrive from an ad on a phone, so design for a thumb, not a desktop.
- One offer per page. "Free site visit for kitchen fit-outs in Riyadh" beats a page that lists every service you offer.
- Arabic first, with an English version for residents and companies that prefer it.
- The headline matches the ad. If the ad promised a price or a free visit, repeat that promise at the top of the page.
- WhatsApp and the form on the first screen, plus a call button during working hours.
- Real proof only: your own photos, licences, project examples and reviews you can show, never stock "customers".
- Fast loading on mobile data, with light images and no heavy sliders.
- A short privacy line next to the form that says what you'll do with the details, linked to your privacy policy.
Our website design service builds fast, bilingual pages with WhatsApp and lead forms that feed one leads dashboard.
WhatsApp click-to-chat or a form: which should you use?
Use both and let the visitor choose. WhatsApp suits people who want a quick answer from a real person. A form suits people who want a call-back or a quote and would rather not chat. Platform lead forms, such as Meta's instant forms and Google's lead form assets, keep people inside the app and make submitting very easy, so add at least one qualifying question.
| Channel | Best for | Watch out for |
|---|---|---|
| WhatsApp click-to-chat | Quick questions, prices, bookings, most consumer services | Chats lost in personal phones; use WhatsApp Business tools and a shared inbox |
| Website form | Quotes, site visits, B2B services | Long forms lose people; keep it short |
| Lead form inside the ad platform | Fast capture on mobile without leaving the app | Easy submitting means mixed quality; add a qualifying question and call fast |
How do you build a WhatsApp link that shows its source?
The official format is wa.me/ followed by your full number in international format, with no plus sign, zeros, brackets or dashes, as the WhatsApp Help Center explains. To pre-fill a message, add ?text= and your URL-encoded message. A Saudi number looks like wa.me/9665XXXXXXXX.
Give each campaign its own pre-filled message, for example "Hello, I'd like a quote (Snap-Nov)". When the chat arrives, the code tells you the source, even if the customer never mentions the ad.
How do you qualify leads without losing them?
Ask the fewest questions that tell you whether you can help and how urgent the need is. Two to four questions are usually enough, and every extra field costs you some visitors.
| Question | Why it matters | Consumer example | B2B example |
|---|---|---|---|
| What do you need? | Routes the lead to the right person | AC repair or a new unit | Office fit-out or renovation |
| Where? | Can you serve that district or city? | District in Riyadh | City and site size |
| When? | Urgency and priority | This week or this month | Expected start date |
| Budget range (optional) | Fit with your offer | Usually not needed | Ready-made budget bands |
Then sort every lead into three simple grades:
- Hot: needs it now, in your area and within your range. Call straight away during working hours.
- Warm: interested but not urgent. Send information and a booking link, then follow up.
- Not a fit: outside your area or service. Reply politely, and keep their details for future offers only if they agree.
How fast should you follow up, and where should leads live?
Follow up as fast as you can within working hours, with a clear next step. A lead who waits until tomorrow may already be talking to someone else. Set a reply target your team can keep, then measure it.
- Instant acknowledgement: an automatic WhatsApp greeting or email that confirms the request and says when a person will reply.
- Routing: each lead goes to the right person by service or city, with an alert.
- Reply scripts: short, tested messages for the first reply, the quote and the follow-up.
- A follow-up rhythm: a set number of attempts over a few days, then close the lead with a reason.
Keep every lead in one CRM, not in personal phones, with simple stages: new, contacted, qualified, proposal, won and lost. Record each lead's source, date, the consent given and, for lost leads, the reason. We connect forms and WhatsApp to Manzomia, HubSpot, Zoho or the system you already use.
The WhatsApp Business app offers basic greetings and quick replies. Routing chats across a whole team and larger-scale automation need the WhatsApp Business Platform (API), with its own account.
What does the PDPL require when you collect and contact leads?
Collect only what you need, say why, and get separate consent before any marketing message. Replying to someone who asked you for a quote is different from adding them to your offers list.
According to an overview by Al Tamimi & Company of the PDPL and its regulations, advertising and marketing messages need the recipient's prior consent, and the sender's identity must be clear. Consent must be freely given, documented so you can prove it later, and separate for each purpose. Opting out must be free, simple and as easy as opting in, and messages must stop as soon as someone withdraws.
- Ask only for fields you will use; a name, number and need are often enough.
- Add an unticked box for marketing messages, separate from the enquiry itself.
- Keep a record of when and how each person agreed.
- Put an easy way to stop in every marketing message, and act on it at once.
- Never buy contact lists or message people who never contacted you.
WhatsApp's Business Messaging Policy sets a similar bar: contact people only if they gave you their number and agreed to hear from you, and you choose the opt-in method as long as it complies with the law.
The rules are also moving. SDAIA has a public consultation open until 5 November 2026 on amendments to the PDPL Implementing Regulation, including a revised consent framework for marketing, stronger withdrawal and opt-out requirements, and storing personal data inside the Kingdom, as Al Tamimi reports. That last point matters when you choose where your CRM keeps its data. This is a practical summary, not legal advice.
How do you measure cost per lead without guessing?
Work out four numbers from your own records, not from published averages: cost per lead, cost per qualified lead, lead-to-sale rate and cost per sale. Then compare cost per sale with the profit you make on one sale.

| Measure | How to calculate it | What it tells you |
|---|---|---|
| Cost per lead (CPL) | Ad spend ÷ all leads | The price of one enquiry |
| Cost per qualified lead | Ad spend ÷ qualified leads | The price of a lead worth calling |
| Lead-to-sale rate | Sales ÷ qualified leads | How well your follow-up and offer convert |
| Cost per sale | Ad spend ÷ sales | What one real customer costs |
| Highest affordable cost per qualified lead | Gross profit per sale × lead-to-sale rate | The ceiling you can afford |
A worked example with made-up numbers, only to show the arithmetic: say you spend SAR 6,000 in a month and get 120 leads, of which 40 qualify and 8 buy. Your cost per lead is SAR 50, cost per qualified lead SAR 150, lead-to-sale rate 20% and cost per sale SAR 750.
If each sale leaves SAR 1,500 of gross profit, the campaign pays, and you could afford up to SAR 300 per qualified lead (1,500 × 20%). These are not market benchmarks; your numbers will differ by sector, city and offer.
To split these numbers by platform and campaign, tag every source: tagged (UTM) links on landing pages, a different code in the WhatsApp message for each campaign, and a "How did you hear about us?" field your team fills in on every call.
What does Manzomia's lead generation service include and cost?
Our lead generation service starts from SAR 3,500 a month, excluding 15% VAT. Ad spend is paid to the platforms directly and is separate from our fee. The difference from an ads-only service is that we own the whole funnel: page, form, follow-up and the link to sales, and we measure success by cost per lead, not clicks.
| Package | For | Includes |
|---|---|---|
| Core funnel | Testing a new market or service | A landing page, one ad platform, a leads dashboard, a weekly report |
| Growth | A steady flow of leads for your sales team | Several landing pages, up to three platforms, CRM and WhatsApp automation, offer testing, a weekly call |
| B2B | Companies selling to companies and organisations | LinkedIn and Google, specialist persuasive content, automatic meeting booking, reports by sector |
We deliver qualified leads and support your team with reply and follow-up scripts; closing the sale stays with your team. We never use bought lists or send messages without consent.
What should you fix first?
Start with the leak that costs you most this month:
- Leads with no source: add tagged links and WhatsApp codes.
- Slow replies: switch on an instant greeting and set a reply target.
- Too many casual leads: add one qualifying question.
- Leads stuck in personal phones: move them into one CRM.
- No consent records: add the marketing checkbox and keep the log.

Frequently asked questions
How is lead generation different from paid ads?
Ads are one part of it. Lead generation covers the page, form, WhatsApp, follow-up and the link to sales, and it's measured by cost per qualified lead and per sale, not clicks.
Can I send WhatsApp offers to everyone who contacted me?
No. Answering their enquiry is one thing; marketing messages need their prior consent and an easy way to stop, as the PDPL and WhatsApp's business policy require.
How many questions should a lead form have?
Usually two to four: what they need, where, when, and a budget range if relevant. Every extra field means fewer people finish the form.
What is a good cost per lead for my business?
There's no single right number. Work out your ceiling from the profit on one sale and your own lead-to-sale rate, then compare your actual numbers with it.
Does the service fee include ad spend?
No. Our lead generation service starts from SAR 3,500 a month excluding VAT, and ad spend is paid to the platforms directly.
